bad LCD screen will cause the phone to make that constant noise. Replace the LCD screen with a new one and it will fix your issue. 4s screens are around $60 with the digitizer included with the lcd screen as they are fused together as one unit.

Does it make the charging noise when plugged into an outlet, computer, or nothing at all?

My iPhone 4s screen busted where you can't see anything picture or a light. But it makes the charging noise over and over again what else could be wrong??
